Project Plan:
- Construction and operation of a 16.5MW (net) power generating facility
- The facility will not utilize petroleum coke
- The facility will be able to use a wide variety of alternative fuels, including biomass, energy crops, rum bottoms, sewage sludge and tire-derived fuel
- The facility will have a modern combustion process and best available pollution controls
- Construction and operation of a Refuse Derived Fuel (“RDF”) processing and recycling facility that will convert 200 tons-per-day of Municipal Solid Waste (“MSW”) into approximately 150 tons-per-day of RDF
- Commercially proven RDF processing equipment will be supplied by WastAway
- Recyclable materials such as metals and glass will be returned to the VI Waste Management Authority for sales to third parties
- Pelletized RDF will be used in Alpine’s 16.5MW power generation facility
- Annual RDF consumption expected to be at least 109,500 tons
- Development
- Alpine’s role is to build, own and operate both facilities
- Jobs will include 300 during construction, and at least 60 permanent jobs
- Alpine expects to begin construction by the spring of 2012
Proposed Project Site:
Alpine is considering two site options in the Bethlehem Estates area of St. Croix near the Anguilla landfill. The first site is adjacent to the Anguilla landfill, and the second is within the St. Croix Renaissance Group industrial park. Both sites are conveniently located in close proximity to docking facilities, which should facilitate the transportation of RDF from St. Thomas, and other commodities coming from off-island.
Regulatory Information:
Alpine Energy Group submitted an air permit application for the construction of the AEG Anguilla Waste-to-Energy facility on St. Croix to the USVI Department of Planning and Natural Resources in May 2010. Additionally, Alpine expects to submit a modification to that application in December 2010. This modification would completely remove petroleum coke as a potential fuel for the project. When that modification of the application is complete, the updated application will be available on this page. Although future correspondence with DPNR and the USVI community will shape the final permit, this application provides a comprehensive overview of the project at this stage of the design. This page will be updated with subsequent correspondence between Alpine and the regulatory authority.

Click here to view the Preliminary Draft St. Croix Materials Separation Plan (MSP). Alpine solicited comments regarding the MSP up through the public hearing, which was held on July 7, 2010. Based on the comments and questions raised during that meeting, along with additional project development and refinement, Alpine will prepare the Draft Materials Separation Plan and post the revised MSP on this page.
